How does the Time-of-Use Program work?
The Time-of-Use concept is relatively simple–you sign up for special billing and receive a much lower rate for using electricity during off-peak hours. The more off-peak electricity you use, the more you save.
Our power supplier, Tri-State Generation and Transmission, offers us a lower rate for purchasing electricity during off-peak hours, and we pass the savings along to you.
We offer two Time-of-Use rates - WattWatcher® and ETS Advantage. ETS Advantage requires ETS as the primary heat source for home or business.
When switching to Time-of-Use from regular rate, a one-time service charge will be billed to the customer’s account ($20 for existing accounts and $40 for new accounts).
The regular residential rate is 11.3 cents per kilowatt-hour and a $20.50 base charge.

You will be billed at the regular residential rate and the WattWatcher rate. Whichever bill is lower is the bill you will receive. After the first year, you have the option of staying on the WattWatcher program or returning to regular billing (a $20 service fee is charged for returning).
